TITLE: Partnership Unit – Programme Operations

TEAM/PROGRAMME: Partnership Unit – Programme Operations
LOCATION: Jakarta, Indonesia (with regular travel to field – up to 50% of time)
CHILD SAFEGUARDING: Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE

The Roving Programme Manager plays leadership roles in starting up new project and offices in new project sites/locations as well as initial engagement with potential partners; in order to ensure timely set-up and implementation starting up. Working alongside and reports to Head of Partnership, S/he will be temporarily managing project implementation, project staffs, partners, and office operations; until the definitive management position is in place. S/he will have crucial roles in stepping in and supporting various projects across Indonesia in urgently addressing emerging issues or challenges to delivery timely, successful, high- quality, on-budget programmes for the Save the Children Indonesia National Office. S/he will also support emergency preparedness and humanitarian activities as necessary.

The post holder will also support the Head of Partnership in coordinating strategy development process that provides vision and direction to the Indonesia office to bring immediate and lasting change for children. This process will also facilitate working with wide range of stakeholders to ensure mainstreaming of the workflow across the entire organisation; effective coordination; coherence and alignment between the operational and strategic dimensions of the organization’s vision in line with Member Strategy, Country Strategy Programme (CSP), and the Localisation and Partnership Agenda.

S/he contributes to the development of strong relationships and partnership with external stakeholders and parties, from the government authorities, boards, members, donors and partners’ agencies, local and international NGO/civil society organisations, and private sectors. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. Furthermore, there is also a possibility for temporary relocation to disaster affected area.

SCOPE OF ROLE

Reports to: Head of Partnership
Staff reporting to this post: relevant project staffs during the assignment in starting-up project period
Dimensions: Partnership Unit is a new unit of Save the Children Indonesia, (SCIDN) which expected to be leading and managing localisation agenda within the Save the Children Indonesia while at the same time contributing to movement on what Save the Children Indonesia’s experience on the agenda.

KEY AREAS OF ACCOUNTABILITY

Start-up new projects and new project sites
  • Responsible for timely recruitment of new project staffs in close collaboration with respective Senior Implementation Manager in charge: timely development of adequate job descriptions for newly recruited project staffs in anticipation of new projects approved or very likely to be approved by donors; leading on organisation of full recruitment process; making sure that all of the necessary panellists are involved in the recruitment process from the beginning. Ensuring recruitment of experienced staff with relevant technical expertise.
  • Organising induction of new project staff as per Save the Children guidelines, ensuring they are conversant with Save the Children Policies and Procedures and project documents.
  • Organising kick-off meetings for new projects in close collaboration with Awards Department,
  • ensuring all of the program, finance, HR, supply chain, administration, technical and other relevant staffs required to participate in the meeting, including partners.
  • Developing detailed implementation plans for newly starting projects, and managing all aspects of the projects, ensuring timely and quality delivery, monitoring and evaluation as well as reporting in line with Save the Children and donor requirements until the relevant manager is onboard.
  • Provide detailed induction and hand-over to the new manager once in place, and provide all necessary support and information for successful transition under new management.
  • Ensure new programmes are set up and implemented from the very beginning in ways responsive to the communities, and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity.
  • Alerting respective Senior Implementation Manager and the supervisor timely in case when any issues arise and suggest solutions to overcome these issues.
  • In close collaboration with supply chain department, organising necessary activities for start of new project offices in line with available budget and Save the Children standards.
  • Supporting start-up of humanitarian operations as required.
Providing strong management support in implementation of ongoing project:
  • Assessing any emerging issues and challenges in implementation of ongoing projects, as requested by respective Senior Implementation Manager.
  • In close collaboration with supervisor and respective Senior Implementation Manager, develop short-term plan for management intervention to address the above-mentioned issues, with clear roles and responsibilities and timelines assigned. Lead and/or supervise implementation of the plan. Reports to supervisor and respective Senior Implementation Manager on implementation updates of these plans.
  • Ensure that programmes where urgent intervention is needed are back on track in the shortest possible period, and progress in accordance with grant agreements, meet Save the Children standards, are completed on time and on budget, and are modified in a timely manner.
Financial Management during the assigned period of project management
  • Develop together with Awards Management Unit, and the finance unit annual programs budgets and monthly projections and annual forecast.
  • Ensure the effective and efficient utilisation of programme resources.
  • Regularly monitor budget versus actual expenditures and proactively propose any modifications to expenditure plans and projections.
  • Ensure the application of appropriate controls for programmes resources including accurate tracking of all expenditures.
  • Coordinate with the Finance unit to produce accurate and timely financial reports.
  • Check financial report to ensure compatibility with project activities.
  • Ensure thorough hand-over of financial management to the new definite manager.
Facilities Management during the assigned period of office set up and management
  • Oversee the overall maintenance of the office premises, facilities assets and equipment (physical work environment) and ensure that these are securely and efficiently utilized.
  • Ensure compliance with health and safety regulations
  • Ensure that internal and external communications systems function effectively and efficiently
  • Provide logistical support to guests, visitors including partner organisations involved in SCIDN activities
  • Ensure thorough hand-over of the facilities management to the new manager.
Partnership Management:
  • Under the guidance’s of the Head of Partnership and in liaison with the respective Partnership Manager, the Roving Programme Manager will work closely with all types of partners, and in particularly implementing partners in the respective project area to ensure effective implementation.
  • Under the guidance’s of the Head of Partnership and The Roving Program Manager will work closely with all types of partners to facilitate and convene ecosystem where partners (civil societies, private sectors, media, and academia) contribute to agreed collective impact.
  • Under the direction of Head of Partnership and in coordination with the respective Partnership Manager, to involve in the join monitoring visit with the implementing partners and capture the lessons learnt of the partnership works
Humanitarian Response Management:
  • Participate the Indonesia Emergency Response Team and respond on emergencies affected in Indonesia in line with global SCI emergency policies.
Brand and Reputation:
  • Contribute to ensuring implementing partner are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all projects external stakeholders including program strategic partners
Communication and Representation:
  • Maintain clear and effective communications within the Partnership Unit team member and other programme or support function staffs in the Save the Children Indonesia
  • Ensuring communication flow effectively between programme, partners and other external stakeholders
  • Contribute to maintaining relationships with host government authorities of technical office up to district/city levels, NGO partners, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children International.
Revenue Generation:
  • Support maintenance and growth of the revenue base of YSTC.
Growth, Impact and Development:
  • Collaborate and participate to measure YSTC organisational performance against strategic goals and anticipated outcomes.
  • Engage program staff, partners and other stakeholders to create real shared ownership and collaboration
General
  • Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia’s policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in Social Science or other relevant study and/or masters linked to development programme
  • Recommended a minimum of five years of management experience in a contractor, corporate, or NGO environment, including significant field implementation experience
  • University degree in development or other relevant area
  • A working understanding of at least three of the programmatic areas
  • Profound experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Substantial proven project management skills related to international development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyse information, evaluate options and to think and plan strategically
  • Ability and willingness to travel and work for extended periods of time in remote field offices
  • High level of flexibility in working with various teams and easily adapting to new contexts
  • An in-depth understanding of national and international development issues in particularly in relation to children
  • Previous experience of managing and developing a team and the ability to lead, motivate and develop others
  • Excellent interpersonal, communication and presentation skills
  • Fluency in written and spoken Indonesian, strong English written and spoken skills
  • Experience working within a complex and matrix organisation structure preferred
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
