Child Safeguarding: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
BACKGROUND
Cargill Tropical Palm (CTP) and Save the Children have a shared vision to improve the lives of palm oil farmers and their communities by improving their quality of life through better access of sanitation and hygiene facilities, additional income to support the main corps and better economic opportunities for youth. The program will be focusing the overall intervention with youth as the agent of change in community with targeted of 22,000 beneficiaries for 1.5 years of program implementation in Ketapang District of West Kalimantan province. The main objectives of this program are: * To increase household income through inclusive and diversified income generating sources/activities.
- To leverage the Youth Education program impact by linking the design to the existing Vocational Schools program and Youth program in village, along with those in Livelihood and WASH program
- To improve access to and use of appropriate WASH facilities and infrastructure and behaviour/practices among children, adolescent/youth, farmers families, and wider community member

Dimension: Save the Children works in 10 provinces of Indonesia with current expenditure of approximately twelve million USD each year.

KEY AREAS OF ACCOUNTABILITY
The main responsibility of the Youth Education & Employment Coordinator will provide the technical knowledge and support for Save the Children Staffs with its local implementing partners in ensuring the Youth programs integrated interventions for both in-schools and out-of-school youth and empowering the youth groups to increase their involvement in transferring knowledge including skill acquisition processes that they could use for working or generating income. The post holder will be accountable to:
- Expand existing youth programs to create effective program implementation for youth in the intervention areas and strengthen the alignment with key stakeholders (schools, teacher organizations, relevant government officials, employers, CBOs, and others) to maximize their participation in the delivery of project activities, and advocate for sustainability and scale up of Save The Children good practices.
- With the support from Program Manager and Advisors, to translate the program strategy in Youth Education and Empowerment program in Ketapang Districts by addressing their needs for improved skills that opening the doors to employment and economic opportunities, which focus on Soft Skill and Job Guidance, Mentorship and Internship, Financial Literacy, and Entrepreneurship Programs for Vocational School Students and for Drop-Out or Out of School Youth.
- Being proactive to build strong partnership and engagement with the key stakeholders and targeted youths to conduct training and equip local implementing Partners with training tools, modules, guidelines, and coaching and mentoring to the targeted beneficiaries.
- With the support from Program Manager and other cross-sectoral Coordinators, create job linkages through local market assessment, establishing bridging program for employability of youth, local private sector partnership and dynamic training approach, which combines life skills, market relevant skills, and financial literacy skills. This include strengthening the role of schools and/or training centre management for supporting the training program implementation, Internship program, Job Fair, Employee Engagement in Mentorship program with Industries (Factories, Farming, Companies, Communities) for Youth program in Schools and in Communities, with Guidance for Employers / Industry Representatives, including Income Generating Activities (IGA) involving youth.
- Supervised by the Program Manager to develop annual Detail Implementation Plan (DIP), and budget holding responsibility for assignment activities in Ketapang District.
- Provide support to Program Manager in developing annual project budgets, and budget forecast of the project. Regularly monitoring the achievement of green Key Performance Indicators (KPIs) on the program quality including for Budget versus Actual (BVA), supply chain efficiency, on time reporting, and providing inputs for monthly projection as agreed Individual Working Plan (IWP).
- Ensure effective and efficient use of resources in line with Save the Children policies and procedures and donor requirements.
- Ensure the application of appropriate controls for project resources including accurate tracking of all expenditures and administration requirement of cash advance.
- Coordinate with the finance unit to produce accurate and timely cash return and financial reports.
- Under the guidance’s of the Program Manager to provide technical support for the implementing partners to ensure high quality programming and on time program delivery in the Objective 2: To leverage the Youth Education program impact by linking the design to the existing Vocational Schools program and Youth program in village, and aligned with Objective 1: To increase household income through inclusive and diversified income generating sources/activities, and Objective 3: To empower youth to improve the well-being and promote good hygiene practices and healthy living condition of local farmers and communities in Ketapang District
- Equip partners with technical guidelines, modules and monitoring tools that enable partners to deliver and maintain high quality programming particularly related to Objective 2 and aligning with Objective 1 and Objective 3.
- Under the strategic directions of Program Manager to develop capacity strengthening plan & provide technical supports required to develop the partners capacity.
- Under the direction of Program Manager to lead the join monitoring visit with the implementing partners and capture the lesson learnt of the partnership works.
- Deliver partnership values in practice through regular assistance to the implementing partner or other key stakeholders, ensure them to join efforts in implementation, regular monitoring visits to strengthening partnership ecosystem within the program.
- Contribute to the overall implementation of Child Safeguarding Policy (CSP) including ensure CSP integration in all project activities including for target beneficiaries in West Kalimantan.
- Under the guidance of Program Manager to support the humanitarian team to strengthen the National Office on readiness to respond to emergencies in the program area focus in line with global SCI emergency policies. This includes ensuring optimal Programs staff participation the Indonesia Emergency Response Team and that these staff members receive proper training.
- Contribute to ensuring all staff are aware and are actively involved in building and maintaining the brand in all project field sites and with all project external stakeholders including partners
- Represent the organization with the Government, related stakeholders, Donors and members in the project area
- Ensure clear and effective communications between Program Implementation and other teams at field level.
- Contribute to establishing, maintaining, and improving active and regular working relationships with host government authorities, donors and partner agencies, the UN system, and local and international NGOs including other members of Save the Children.
- Bachelor’s degree in Education, Community Development, Management, Social Work, or other relevant studies with minimum 3 years’ experience as Project Officer plus management experience in an international NGO environment, including significant field implementation experience.
- Proven knowledge and experiences on Youth education, employability, and economic programs, and in providing the technical support to the local implementing partner and in achieving targets through partnership with contracted third parties.
- Having experiences in the implementation of Business Model Canvas (BMC) approach is a plus.
- Having experiences in managing youth-life skills program, both for formal and informal education is preferred, including conducting assessment, developing modules and guidelines, leading the technical training.
- Working Experience with province, district, and village levels including rural community, with the proven skills on community development and social mobilization, particularly in the area of Ketapang District - West Kalimantan is a plus.
- Solid project management skills with a proven history of delivering results (planning, design, implementation, mentoring and evaluation).
- Excellent interpersonal, communication and presentation also facilitation skills
- Flexible and organised approach to handling a varying workload
- Demonstrated ability to write high quality reports and other project documents in Bahasa Indonesia and English
- Commitment to and understanding of Yayasan Save The Children aims, values and principles including rights-based approaches.
