Role Purpose

Plan International is an independent organization, whose purpose is to strive for a just world that advances children's rights and equality for girls.

Currently, Plan in Indonesia is undergoing a transition from being an INGO to a full-fledged national Yayasan, Yayasan Plan International Indonesia.

Yayasan Plan International Indonesia (YPII) is presently continuing to implement Plan Indonesia's country strategy, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. At the same time, Plan International's Country Office in Indonesia is in transition to become an independent national entity and full member of the Plan International Federation. Yayasan Plan International Indonesia (YPII) has been established in mid-2017 and fully operational since 2018 and is the entity that will be transitioned to be a National Office, a full member of the PII family.

Hence, there is a challenge for YPII to also enhance its implementing partner capability to implement the project and more importantly how to create a standard report (both narrative and financial) that is acceptable for YPII, its donors, and external auditors. The implementing partners should also enhance their governance structure, standardize their business process, and have their resources work according to their skills and competence

Dimensions of the Role

Partnership & Capacity Building Specialist is responsible for the quality assurance of implementing partners' reporting, both narrative and financial and to ensure alignment to donor's reporting requirements and Plan Indonesia's system and procedures.
  • In collaboration with the Project Managers and Program Managers, Partnership & Capacity Building Specialist will assure an effective reporting system is in place (including but not limited to MER functions).
  • In collaboration with Country Finance Manager, Partnership & Capacity Building Specialist will assure effective financial controls and mechanisms are in place to ensure financial compliance.
  • In collaboration with the Logistic and Procurement Manager, Partnership & Capacity Building Specialist will assure the strengthening of procurement and asset management control and mechanism.
  • In collaboration with the People and Culture Manager, Partnership & Capacity Building Specialist will assure the strengthening of human resources policies aligned with Indonesia's labour law and regulation.
Accountabilities

Strategic
  • Lead the implementing partner's due diligence process to ensure all data received from prospective partners are accurate and the recommendation can be accountable.
  • Provide advice to Programs teams and contribute to the development of new partnership practices and approaches by formulating recommendations for action based on ongoing monitoring, and analysing current trends within designated implementing partners.
  • Establish a database of all partners' contracts, assessment and monitoring reports, minutes of meetings & training/capacity building.
  • Coordinates with implementing partner organizations to fully understand their work context and operating environment to ensure effective support is provided.
  • Participate in regular meetings with implementing partner organizations to ensure that the working relationship between them and YPII is positive, open, and conducive to the successful achievement of agreed objectives.
Partners Management & Monitoring
  • File all partnership assessment, agreements/MOUs, reports, and correspondence for the project/contract in softcopy .
  • Monitoring and tracking Implementation Partners' compliance requirements.
  • Undertake timely implementation partnership monitoring visits together with project staff and report on findings related to the operation that may affect the implementation plan and ineligibility of expenses and giving advise to troubleshooting.
  • Follow up on the implementation of action plans agreed with implementation partners and provide formal feedback to implementation partners, on a timely basis.
  • Conduct spot check and ensure implementation partners organizations are transparent in their financial management, procurement management, human resources management, and overall program operations.
  • Coordinate partnership national event as requested/planned by Country Management or Program Department
  • Support to Annual Partnership Survey conducted by MEL&KM Unit, as well as support to partnership report(s) required by Regional or Global Hub
Capacity Building
  • Provides mentoring and training on donor funding requirements to partners as needed.
  • In consultation with Project Manager, Program Manager, Country Finance Manager, Logistic Procurement Manager, and People and Culture Manager, review implementing partners' capacity gaps and organize capacity-building sessions to be conducted by relevant departments.
  • Monitoring the progress of implementing partners progress to close the capacity gaps.
Other Tasks:
  • Work closely with Program and compliance team on financial reviews and partner's audits.
  • Monitor on follow-up audit action items of implementing partners.
  • Perform other related duties as requested by Grants Manager.

  • Program/Project Manager: Coordination and collaboration on project implementation, project budgeting, KPI standard, reporting, donor's compliance and audit.
  • Finance Project: Coordination and collaboration on project implementation, reporting, donor's compliance and audit.
  • Procurement Coordinator: Coordination and collaboration on project implementation relating with procurement.
  • Human Resources Specialist: Coordination and collaboration on project implementation relating to human resources issues.
  • Compliance Manager: Coordination and collaboration on implementing partner's audit exercise.
External
  • Implementing Partners: Coordination on project reporting and compliance.
Technical expertise, skills and knowledge

Essential
  • Bachelor's in Accounting, Business Administration, Commerce or Finance
  • Good training and mentoring abilities
  • Strong management skills
  • Analytical thinking
  • Communication skills, appropriate to the audience
  • In-depth knowledge of finance and procurement management and reporting.
  • Experience managing Donor funds, i.e. EU, USAID, AUSAID, SIDA, Irish Aid, and UN Agencies.
  • Experience in capacity development assistance staff.
Desirable
  • Have skill or experience in Project Management.
  • Problem solving
  • Ability to work in a multidisciplinary and multicultural environment
  • Strong team-building and motivational skills
  • Strong negotiating, facilitating and influencing skills
  • Knowledge of the accounting system and audit/compliance would be preferable.
  • Intermediate computer software skills, including advanced Excel and other accounting packages.

Physical Environment

Based at Country Office with at least 50% travel to projects areas, government offices and partner organization both in office, on the field and during humanitarian settings.
